The Big Three + Three Concerted

To launch a successful pilot, the recommended strategy focuses on the three flagship public institutes — INS Dertosa, INS Despuig, and INS Joaquim Bau — alongside three concerted colleges within the Tortosa urban core. This configuration delivers a sample size of approximately 3,500 to 4,000 students between the ages of 12 and 18, representing the full spectrum of Tortosa's secondary education landscape.
